Apologies were received from Councillors Albon, Farrance, Paul Moore and Dennis.

To receive any announcements from the Chairman, Leader, Members of the Cabinet or Chief Executive in accordance with Council Procedure Rule 2.2 (iv).

There were no announcements in accordance with council procedure rule 2.2(iv).

To receive any declarations of interest.  Members are advised to consider the advice contained within the Declaration of Interest advice attached to this Agenda.  If a Member declares an interest, they should complete the Declaration of Interest Form 

The Chair proposed, the Vice-Chair seconded and Members agreed that the public and press be excluded from the meeting for agenda item five as it contained exempt information as defined in paragraphs 1 and 3 of part 1 of schedule 12a of the Local Government Act 1972 (as amended).

Mr Baker, the Independent Monitoring Officer, presented his report to the Council and then answered questions from Members. 

After further debate, the Leader proposed and Councillor Everitt seconded, that Council accepted the recommendations in full.

Following the debate, Members voted and agreed to accept the recommendations in full.
