Apologies were received from Councillor Mrs Fenner.

To receive any declarations of interest.  Members are advised to consider the extract from the Standard Board Code of Conduct for Members, which forms part of the Declaration of Interest Form at the back of this Agenda.  If a Member declares an interest, they should complete that Form and hand it to the Officer clerking the meeting.

There were no declarations of interest.

Councillor Hart moved, Councillor Poole seconded and Members agreed the following:

  That the public and press be excluded from the meeting on agenda item 4 as it contains exempt information as defined in Paragraph 3 and 5 of Schedule 12A of the Local Government Act 1972 (as amended).

The report is to consider the proposals in relation to alterations to the development agreement for the Royal Sands site.

The following Members spoke under Council Procedure Rule 24.1:

Councillor Bayford;

Councillor Moores;

Councillor Wells.

Councillor Poole moved, Councillor C. Hart seconded and Members agreed the following:

1.  That the heads of terms as set out in Annex.1 form the basis of the draft of a new development agreement for the Royal Sands site;

2.  The new development agreement and updated due diligence report on the developer to come back to Cabinet for final approval.
