Members considered the report on identified debts for the period covering 2005 to 2013 that remained unpaid. Officers advised that these debts were all unrecoverable due to the circumstances of the companies and therefore they should be written off. These debts whose detail was highlighted in the annexes to the Cabinet report totalled £264,386.20. The write offs would be charged to the Collection Fund. The only General Fund impact would be the costs associated with these debts which total £155.00.

 

Councillor Moores spoke under Council Procedure 24.1.

 

Councillor Everitt proposed, Councillor C. Hart seconded and Members approved the write offs of the identified debt.

Cabinet considered an application for the designation of a Margate Neighbourhood Plan Area submitted by a potential neighbourhood forum. The proposed Forum conducted a public consultation process which received significant community support.

 

Councillor D. Green proposed, Councillor C. Hart seconded and Cabinet agreed that the Council designates the Margate Neighbourhood Plan Area as shown at Annex 2 of the report.

The proposed Neighbourhood Forum submitted an application to be designated as a formal Neighbourhood Forum for the proposed Margate Neighbourhood Plan Area.

 

Councillor D. Green proposed, Councillor C. Hart seconded and Cabinet agreed that the Council designates the proposed Margate Neighbourhood Forum.

Cabinet was advised that Cliffsend Parish Council had submitted an application for the designation of neighbourhood Plan Area for Cliffsend Parish. A public consultation was conducted and received wide public support.

 

Councillor D. Green proposed, Councillor C. Hart seconded and Members agreed that the Cliffsend Neighbourhood Plan Area be designated as shown at Annex 2 of the Cabinet report (excluding the County Park).

Members were advised that the Council held the freehold interest of the Dreamland Site, part of which was being proposed to be operated as an amusement park. A number of options had been investigated with regard to the appropriate technical expertise that would be required to operate a high quality amusement park and (having also obtained legal advice) officers had concluded that the best way forward was to procure a service concession contract. Cabinet was requested to offer support for the tender to be carried out for the Dreamland.

 

Councillor Wells and Councillor M. Tomlinson spoke under Council Procedure Rule 24.1.

 

Councillor C. Hart proposed, Councillor Johnston seconded and Members approved the procurement of a suitable third party to operate the amusement park in line with the process detailed in the Cabinet report.
