02/06/2020 - Local Authority Discretionary Grants Fund

The Leader agreed:

 

1.  To adopt the criteria and eligibility requirements for the Thanet COVID Discretionary Grant Scheme (DGS) as set out in this report;

2.  To approve the allocation methodology for the award of the Thanet COVID Discretionary Grant Scheme (DGS);

3.  Authority be delegated to the Head of Financial Services to authorise grant payments that meet the approved criteria;

4.  Authority be delegated to the Deputy Chief Executive to hear and determine appeals from unsuccessful applicants, in line with the approved criteria.

Reason for urgency:
The decision is urgent because it is vitally important that the Council is able to go-live with this scheme without delay, in order to get financial support to local eligible businesses in a prompt manner. This decision is therefore exempt from call-in by the Overview and Scrutiny Panel, under the Part 4 (Rules of Procedure) of TDC Constitution, in particular the Overview & Scrutiny Procedure Rule 15.0 (p) and (q). The Council Chairman's consent email is attached to this decision notice.

The decision is key. However it is not in the Forward Plan. The Overview & Scrutiny Chairman has given consent to the decision being made and published under Part 4 of the TDC Constitution (Rules of Procedure), particularly under Access to Information Procedure Rule 19.0; (19.1 (a) (Special Urgency) as detailed in the consent email attached to this notice.

Approval of the budget for integration and implementation of the IT system used by EKH.

This decision will be taken under urgency procedures.

Reason for urgency:
The item was added to the May edition of the Forward Plan outside the 28 clear days rule. The discovery phase of EKH transition had to be complete, before it was apparent that the IT system used by EKH, which TDC as one of four councils had to incorporate into our own IT structure, was not fit for purpose and required a substantial amount of work and investment.

At that point it was clear the £250k delegated authority to the DCX for EKH transition would be insufficient to accommodate the IT spending on top of a range of other transition costs. This is an urgent decision because it is required by all four councils to go ahead with the strategy regarding the IT system.
