This report sets out the next stages for the draft Local Plan; specifically to seek Members’ agreement to Publish the pre-Submission draft version of the Local Plan for comment, and subsequently to submit the draft Local Plan to the Planning Inspectorate for Examination. The report also recommended amendments to the Council’s Local Development Scheme (the formal Local Plan work programme) to reflect the new timetable.

Cabinet agreed that the Council’s Local Development Scheme (LDS – the Council’s Local Plan work programme) be amended to reflect the timetable set out in the Cabinet report, and authorised officers to make such other minor changes to the LDS as are necessary to reflect the anticipated timetable for Local Plan preparation.

1. To provide an additional loan of £92,500 to East Kent Housing Ltd to meet additional Housing Single System costs, financed from the Housing Revenue Account general reserve;
2. To agree to re-scheduling the East Kent Housing loan repayments to seven equal annual instalments, interest free, over a 7 year term commencing 1 April 2020;
3. To transfer Thanet’s legacy system servicing and maintenance budgets to East Kent Housing from the date upon which the Northgate system is put in to use by East Kent Housing (go-live);
4. To pay East Kent Housing Ltd £37,000 in respect of the additional Northgate costs for the re-scheduled Thanet phase of the project prior to work commencing on Thanet’s system implementation to be drawn from Housing Revenue Account balances.
