17/06/2021 - Levelling up Fund - Margate Digital ref: 5061    Recommendations Approved

Thanet has the opportunity to bid into the Government’s Levelling Up Fund as it is a Priority One area and with two parliamentary constituencies is able to submit two bids. 

 

This submission of a bid to the Levelling Up Fund for Margate is strongly aligned to the  Margate Town Deal, and builds on the proposal for education, skills and employment pathway opportunities in the Margate Town Investment Plan.

 

This funding will support the delivery of a state of the art digital skills and training provision in the town centre which will undoubtedly support the whole district's economic recovery and levelling up of its communities, both in terms of training opportunities and pathways, as well as increasing footfall in the high street.

Cabinet agreed the following:

 

1.  To approve submission of a Levelling Up Bid to the 18 June, 2021 deadline;

2. 
To delegate authority to Chief Executive and the Leader, for final sign-off of the Levelling up Bid;

3. 
That the Council will not make a financial contribution in any form within the 10% financial contribution encouraged in the prospectus, and this will be contributed by EKC Group.

The Council appoints representatives to outside bodies in order to express the views of the Council to those bodies on the work they undertake, and to feed back to the Council issues emerging from those bodies that relate to Council activities. Due to the in-year changes to the Council administration, changes were sought to council representatives on executive appointed outside bodies.

17/06/2021 - Evaluation of Retention or Disposal Options for 18 Albert Street, Ramsgate, CT11 9HD ref: 5062    For Determination

18 Albert Street is a grade 2 listed building. It was previously occupied as a shared ownership property, with the council owning a share. The previous occupants, who owned the remaining share were responsible, under the terms of the sharing arrangement for the maintenance of the building.

 

The property is in very poor condition, as detailed in the report, with high estimated costs of refurbishment. 

 

The property is also poorly laid out, with accommodation over 3 floors, connected by a narrow and winding staircase. The kitchen and bathroom are extremely small and there is now outside amenity space. For these reasons it is not considered suitable for retention as part of the council’s rented housing stock.

 

There is a specific requirement on the council to ensure that any disposals of vacant dwellings are at a market value. It is therefore recommended that the council test the market by disposing of the property at auction.
