Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by the Kent County Council (KCC) Highways, Transportation and Waste Service in accordance with KCC petition protocol.

It was proposed by Councillor Potts, seconded Councillor Dennis and Members agreed the minutes of the meeting held on 15 September 2016.

Highway Works Programme 2016/17 pdf icon PDF 439 KB

Minutes:

Paul Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report and provided an update on schemes approved for construction in 2016/17.

 

During consideration of the item the following updates to the report were noted:

 

·  All the footway and carriageway improvement schemes show in appendix A had been completed.

·  Drainage Repairs and Improvements, Appendix B:

o  The installation of a new soakaway on A299 Thanet Way programmed for Feb 2017 was in the parish of Monkton, rather than Minster as shown in the report.

·  Installation of LED lighting was well underway as shown in Appendix C.

 

In response to comments and questions it was noted that Mr Valek would provide Councillor Binks with details of the proposed 20mph zone around the Broadstairs Schools.

 

Members noted the report.

Minutes:

Paul Valek introduced the Plan noting that it was produced each year and outlined arrangements between Kent County Council and Thanet District Council, to provide local winter service in the event of an operational snow alert.

 

During consideration of the item it was note that private organisations, such as supermarkets, should have their own salt supplies and would be expected to take responsibility for snow clearance on their premises.

 

Members noted the report.

Traffic Management - Parking and Waiting Restrictions pdf icon PDF 150 KB

Robin Chantrill-Smith, Civil Enforcement Manager, Thanet District Council, introduced the report noting that 19 parking restriction requests had been received.  During consideration of the item it was noted that Mr Chantrill-Smith expected that the proposed pay and display charges on Elmwood Avenue, Broadstairs, would be seasonal, over the summer period, in line with nearby pay and display car parks.

 

It was proposed by Councillor Wiltshire, seconded by Councillor Coleman-Cooke and Members agreed the recommendations as detailed in the report, namely:

 

‘That subject to the views of this Board, the recommendations shown in

appendix 1 are approved, and

 

That the proposals which require statutory consultation are advertised, and

that any traffic related objections are reported back to a future meeting of the

Board.’

Robin Chantrill-Smith introduced the report which provided Members with an update and summary of schemes that had been through the Board.

Parking Places for Disabled Persons Vehicles - Thanet pdf icon PDF 148 KB

Robin Chantrill-Smith introduced the report which referred to five interim disabled parking bays.

 

It was proposed by Councillor Coleman-Cooke, seconded by Councillor Wiltshire and Members agreed the recommendations in the report, namely:

 

‘Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation;

 

That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
